I would like to suggest an MO19 hostage fund or a reimbursement scheme that would allow officers to claim money that was used in hostage negotiations.
For example, if I had to transfer £1,000 to a hostage taker as part of their demands, I would then be able to (with a clip of situation and transfer) be able to claim that money back, so I am not paying out of pocket.
This would be a tool that would only be used on rare occasions, as most situations can be solved without money needing to be transferred, but for situations that can take hours, sometimes demands need to be met before it can progress.
It could work like a heist mechanic, whereby an officer transfers money and the hostage taker only receives the payment if they survive a certain amount of time
This is a good idea, but it could be better if, like mo19, it had a budget like a cash bag in its inventory, not their money, but it’s money to negotiate with, but overall THIS IS A GOOD IDEA

So give MO19 more police medic course better than give suspects money.
This is basically free money for the hostage taker which MO19 will use more often since it’s not their money. Things like this are unlikely to happen especially when dealing with actual cash as it requires a developer to reinburse money which is very inconvenient. There’s no actual way to “detect” a hostage situation too so a heist mechanic would be difficult to implement.
