I could see this being implemented, it is certainly unfair for specialist divisions to spend so much time doing their applications, and trainings/ set modules just to get thrown around by super cars.
A lot of specialist division members can’t afford upgrades, so they should be eligible for certain upgrades. Of course there can be a certain system such as the more you serve in that division, the more upgrades you receive.
Overall a decent suggestion, but there can be a little more thought put into it as you don’t want fresh division members maxing out their vehicles.
