Brief Description of Bug: If you connect a controller to play the game it limits your keyboard use, e.g. You cant crouch, honk, control blue/red lights and sirens. When cuffing people it will only either give you the option to uncuff/pin never both how it is on pc. Its not possible to use any of these functions on keyboard if a controller is connected.
Steps to Reproduce: Connect a controller and play.
Gameplay Impact: Medium due to the lack of functions.
