Civilian Suggestions 2.0

Hello all,

We are always looking for ways to improve the game. Once again, I would like to reach out directly to get suggestions on what features you would like to see added to the Civilian team. While we have worked hard in recent updates to balance this team (along with the police team), we would like to know what would make you play on the team for longer.

We invite you to use this thread as a way to make suggestions for what you would like to see added to the Civilian team in future.

The suggestions that receive the most upvotes/likes will be put to a public vote in future and implemented into the game (if possible).

What the others said : More heists and criminal tasks, civs can do in exchange for money.

As well as adding separate lockpicks so that civs can uncuff each other with the special lockpicks.

And maybe implementing onto the repair kits, or creating a whole new repair kit that repairs vehicle armor.

And also perhaps re-implementing the criminal enterprise, which consists of vendor claimable 15% body armor for civs, with few other features such as 15% more money from heists/ATMs.

Here are some suggestions that were also made previously:

  • New + better ways of making money –> Heists, higher payouts for jobs
  • Carryable ropes/ladders that civilians can use to access places such as BP or DS roof
  • More variety of guns –> more guns would make the game way more fun to play (the calendar guns were amazing to see)
  • more restocks of utility items –> medbags, repair kits, possibly armor etc.
  • way to uncuff other civilains –> lockpicks etc.
  • some sort of tackle ability that ragdolls both players with the initiating player getting up earlier (also for other teams)
  • Snapchat app on the phone (again for all teams) –> VERY funny feature that would make the game alot more fun (e.g. group of armed civs sending a selfie with funny text to mo19 or something)
  • A groupchat on the ingame phone for the organisation that the player is in
  • Being able to pick up ammo boxes –> most of the ammo boxes not fully used and just despawn
  • More roleplay locations –> such as the hotel that was recently built near Spur Road
  • Loadouts for Civilians –> Feature that automatically saves a loadout and buys/claims items from the vendor once the loadout is loaded

Make a crown of jewls heist. (where you steal a crown and it gives you money if you exchange it to an AI or something)

Add a first aidkit where you can open it and it has limited amount of supplies like 2 splints, 2 bandages, 2 tourniquets, etc. Make it cost a good amount though.

Currently, the civilian team is severely underbalanced and it is literally impossible to engage in a shootout with MO19, or even get all the paintings in the heist.

  1. Add more heists, as well as remove the nerfs from the current one. For new heists, I would like to see a jewelry store robbery, penthouse robbery (atop BP Skyscraper), that you can parachute down from to escape into a stolen luxury car, simple convenience store robberies, bank robberies, etc. But not only that, I am sure many of us are not the biggest fan of the recent nerfs on the National Gallery heist. I like the idea of the map tracker for both teams, but I don’t like how the alarm goes off so quickly. This makes it essentially IMPOSSIBLE to get all the paintings in any decently large server. It is becoming hard to even clear out the front now. It would be great if you could extend the length of the alarms setting off, as that is way more realistic.

  2. Apartments that civilians can own, and claim whenever they enter the game (similar to jailbreak). There should be apartments throughout the map, that any user can buy for a price (eg. penthouse costs 150k, studio costs 20k). Players on civilian can claim them whenever they join a game, and could be used as a hide-out during heists and other chases. The police should then have a feature to breach the room, after they see the tracker on the map, and head to the apartment. MPS would be able to kick down the door, and take in the suspect. For an escape route, there should be a SINGLE USE rappel from the window that a civilian can take, that would continue the action. There should also be furniture up for purchase and be shown as a wealth symbol, with limited time furniture, expensive ones, displays, etc. This would give something for players to work for, as right now, the only displays of wealth are in supercars.

  3. Make both teams more balanced. As of right now, one shot to the head with an AK12 on civ, does the SAME AMOUNT of damage as a PAVA from MPS. This is one of many examples showing why the civilian team is not balanced with the MPS team. It is simply so unfair, especially with MO19. Their guns are extremely overpowered, and can kill a fully armoured civilian with just a few shots. Compare that to an AK12, which as I mentioned earlier, takes 10 headshots to kill a single cop, WITHOUT ARMOR. Now just imagine how much it would take to kill a cop with armor. That is INSANE, and makes it really hard to play. It would also be nice to make vendors stay where they are, and offer the same items. I remember one night, it took me 20 minutes to find a vendor, of just waiting and refreshing, just to get ONE SINGULAR semi-automatic weapon.

If these could be implemented, that would be great.

a Bank Robbery

we should add bombs that we can plant and remotely control, itll be great for hostage situations and overall itll be alot more interesting, such that you can place it onto something

Civilian criminal pass needs to be modified as its way to expensive for what it offers -

1- criminal pass owners should receive a permanent ak12 and medium armour along with the already existing makarov

2 - a feature to create a current session team rather than organization as its very buggy and friendly fire is a problem

3- lockpick should have infinite uses and be able to unlock locked met cars and free cuffed civilians

4 - repair kit should repair vehicle armour aswell and should last longer

5- pava effect should be nerfed and should not affect players as long as it does now

6- civs should be able to free other civs from police cars using a lockpick

7- prices should go down

8- criminal pass owners should get an income multiplier for ex 200 ÂŁ instead of the normal 50ÂŁ

8- cuffed civilians should have the option to break free from cuffs by solving a timed click like that one on the lockpick after a certain time from being cuffed

9- downed civilians SHOULD NOT be revived to be detained

10- items bought from the vendor should last the entire session not only till death , this would urge players to make use of the ammo boxes

11- ammo boxes should have a description mentioning the guns compatible with them

  1. I believe there should somehow be a rank up system for civilians with the criminal pass, much like ranking up in RG, LAS or MET. In example: Level 1 criminal, Level 2 criminal, etc. With each level providing the criminal civilian with certain privileges (like better weapons, default armor, etc.), I believe this would be an ideal implementation as the current benefits of a civilian with a criminal pass are miniscule in comparison with the MET sector who are equipped with an abundance of beneficial tools and weaponry, there is an extreme imbalance in my opinion for the civilians who aren’t spending thousands every life just to compete with cops for a few minutes and then losing it all upon death, arrest or disconnecting.
  2. Fixing the errors of organizations/creating an alternative feature for it would be ideal as well since friendly fire is very common at the moment.

Make a bank heist. (where you steal gold bar, moneys ect.) with a max earn of 35-40k

We need more heists/missions.

We need a new car, it would be nice if you could add a rolls-royce, make it elegant, all that.

Make it so with the duffel bag if you have some perm guns you can put 2 extra primary and secondary guns into it and make it so you get a 2.5 second cooldown between equipping a gun you pulled out of the bag (this is so people can’t swap between perm guns when fighting someone immediately. If cops search you, give them the option to search your bag incase of any guns inside of it and if robbing an atm and u have money inside of it, make it so you can’t take any guns out.

Steal the Crown Jewels from Buckingham Palace before sunrise, without triggering full lockdown. Team Roles (4-5 Players), (Hard level: Extreme).

How Often It Can Occur

Global Server Cooldown:

  • 1H after completion or failure.

Personal Cooldown:

  • A player can only participate once every 2.5H.

Vent Network System:

1)Design Style

  • Steam bursts (timed obstacle)
  • Tight crawl spaces
  • Occasional vertical drops
  • Rotating fan blades (timed movement challenge)

2)Vent Gameplay Mechanics

  • Crawling fast = louder metal rattling.
  • If alert level is high, guards/police may investigate vent sounds.

3)Split Path Choice

Inside vents, players choose:

Left Path (Safer)

  • Longer route
  • One fan obstacle
  • Leads to garden shed exit

Right Path (Riskier)

  • Shorter route
  • Steam burst timing puzzle
  • Drops directly near front palace exit

Hacker During Vent Escape

From the van, the Hacker can:

  • Disable one spinning fan for 15 seconds.
  • Vent steam early to create safe window.
  • Jam guard radios briefly if noise detected.

If hacker fails mini-game:

  • Fans spin faster.
  • Steam timing becomes unpredictable.

Disguise Expert During Escape

If still undetected:

  • Can redirect guards away from vent exit.
  • Can trigger fake “issue” alert.

If already suspicious:

  • Guards start scanning walls for vent exits using ""Thermal Pulse Scanner

  • Guard pulls out a handheld device.
  • Emits a blue pulse wave through walls.
  • Highlights heat signatures in vents for 3 seconds.

If a player is inside:

  • Their outline glows orange/red briefly.
  • Suspicion level spikes.

Counterplay

  • Acrobat must stop moving to reduce heat signature.
  • Hacker can cool down vents remotely for 10 seconds.
  • Steam burst temporarily hides heat.

This creates tension without instant failure.
If guard scans a vent and detects heat:

  • They don’t immediately know exact position.
  • They mark the wall.
  • After 15 seconds, they open vent cover.

So team still has time to react.

Vent exit pops out:

Option A: Garden Shed
Option B: Near ivy-covered palace wall

Driver must:

  • Time approach to avoid being spotted.
  • Use smoke grenade if alert is high.
  • Escape through narrowing street routes.

Lockdown Twist

If full alarm triggers before vent escape:

  • Certain vent paths seal shut.
  • Steam frequency increases.
  • Guards place motion sensors near exits.

So the team must stay coordinated.

Items needed:
Silent Glass Cutter(Acrobat)

  • Hold to slowly cut a circular hole in window.
  • If released too early → loud crack sound.
  • Perfect cut = almost silent entry.

Tactical Drop Rope(Acrobat)

  • Attach to roof ledge.
  • Allows fast descent into vent opening.
  • Can only place 2 ropes per match.

Security Laptop(Hacker)

  • Loop cameras (20 sec)
  • Delay alarms (30 sec)
  • Disable one vent fan temporarily

Mini-game required each time.

Power Surge Module(Hacker)

  • Emergency use.
  • Instantly disables cameras for 5 seconds.
  • One-time use per match.

Adaptive Uniform(Disguise Expert)

  • Reduces suspicion buildup.
  • Allows access to restricted hallways.
  • Cannot run or jump without suspicion rising.

Getaway Van(Driver)

  • High durability.
  • Medium speed.
  • Can tank small roadblocks.

Smoke Canister Launcher(Driver)

  • Creates road-cover smoke.
  • Breaks police line-of-sight.
  • 2 uses per heist.

NPC:

  • NPC can spawn in random locations on the map.
  • Notification will show when heist is available for civillians.

Gamepasses

I think the Civilian team has a lot more potential than it’s currently showing. Right now, there are only two gamepasses available — Crime Boss and Five-Seven — which makes progression feel limited compared to other teams.

For example:

Lockpick (1,000 Robux)
This would add more strategy and independence to civilian gameplay.

Medbag (5,000 Robux)
A survivability-focused item that would allow civilians to stay active longer, take smarter risks, and support others during engagements.

Heavy Armour Vest (10,000 Robux)
A high-tier defensive option for experienced players who want to commit to the civilian role and play more aggressively without being instantly punished.

These additions would make the Civilian team feel more developed and competitive while creating real long-term progression and varied playstyles. The pricing is justified because these would be permanent, impactful upgrades — not cosmetics. Meanwhile, MET units like MO19 and the GG team respawn with strong gear and protection every time, whereas civilians currently start with nothing, and before, everyone had 0 armour across the board. Giving civilians optional access to these upgrades would help close that gap in a fair, structured way while adding more depth and identity to the team.

You should make different levels on the heist so theres an easy, medium and hard one. The easy one would take longer to notify the police about NG being robbed and you would get extra time to complete the heist or you would get 2 lifes and it would give a smaller amount of cash maybe 7k. Hard one would give the most money, 15-20k and it would have a much shorter timer on when the police gets notified and you would get like 25 minutes the complete the NG heist.

Apartments to be used, could be used to smuggle stuff idk but apartments for civilians.

Firstly, I feel like civilians are too op. However,I think there should be apartments in BP or a fire brigade and you can buy molotovs off the gun dealer that causes a fire. The fires can also happen randomly across the map. There should also be a fun fair in Canada gate.
