Realistically, the Private Secretary is a Secretary to the Monarch. They do not have any powers. Instead, they are tasked with letting HM know of their schedule and events they should participate in.
The idea of giving a role that is required to assist the Monarch with their duties weapons and handcuff is not only unrealistic but absurd.

to be honest, they dont do anything else but serve the monarch as their personal advisor so that would just be pointless
