I do not want to come across as rude but this would definitively make the situation worse.
Providing Armed Response/MO19 with even better firearms wouldn’t increase the amount of skill required to win a gun fight, it decreases it significantly as they have to hit less bullets per target. Their weapons are already strong enough and have been buffed several times, losing or altering the quantity of their armour should not result in further buffs to their weapons as this would simply counteract any armour changes and tilt the scale back further in their favour over civilians.
