I think most players don’t just mind gameplay disruption, they also mind the professionalism and the image of the RG or MPS team, which gets destroyed every time when they fail to roleplay rules.
On the other side i can understand that not everyone has Discord to see the handbooks, but that should not be a reason to let them break roleplay rules all day.
While one RG wandering around in the garden or going AWOL is not actively disrupting gameplay, but just imagine it being 10 or 15 recruits.
Wandering around, shooting randoms. They cannot cause physical harm in game, that is correct, but still this disrupts the gameplay experience of others heavily, in my opinion.

Since the sanctioning system was first introduced, we have made multiple changes that make it easier for COs and specialists to fast-track reports and suspend players who are breaking the rules, to later be reviewed by our Liveshield moderators.
Our number one priority is always to ensure that the game remains fun and fair for all players. Unfortunately, under the old system, due to the scope and scale of punishments issued, the rules were not always consistently applied and many people were often punished unfairly. Under the new system we have seen much more fairness and consistency in sanctioning across the board and so our intention is to keep this in place.
